Kingston, 1 December 2025 — Her Excellency Ms. Marianne Ziss presented her credentials to the Secretary-General of the International Seabed Authority, Ms. Leticia Carvalho, as the Permanent Representative of the Republic of France to the International Seabed Authority during a ceremony held on 1 December 2025 at the ISA headquarters in Kingston, Jamaica.
H.E. Ziss is the Ambassador of France to Jamaica. She holds a master’s degree in public administration (Sciences-Po Paris), a bachelor’s degree in law (Paris II Panthéon-Assas) and a bachelor’s degree in Oriental Languages, Literatures, and Civilizations (Chinese, INALCO).
Ambassador Ziss is a career diplomat who joined the diplomatic service in 2005 and is specialized in public international law, human rights and intergovernmental organizations. Her oversea postings took her to Beijing, Dublin and Shanghai. Prior to her appointment in Jamaica, she served as Deputy Director of Human Rights and Humanitarian Affairs, United Nations and International Organizations Directorate general, then Director of international law at the Legal Directorate general in the Ministry of Foreign Affairs and as Diplomatic Advisor to the Prefect of Provence-Alpes-Côte d’Azur region in France.
Ambassador Ziss reiterated France’s longstanding commitment to ocean diplomacy and marine scientific research. She added that she was “honored to represent France at the International Seabed Authority, a key organization in the implementation of international law of the sea”.
She thanked the Secretary-General for her active participation in the third United Nations Ocean Conference organized in Nice last June.
Secretary-General Carvalho commended France’s contributions to the law of the sea and the work of the Authority. She recognized the role of France as a steadfast partner in expanding the frontiers of marine scientific research.
Both stressed opportunities for deepening collaboration while reaffirming their shared commitment to ensuring that ISA’s work reflects the highest standards of inclusivity, and multilateral partnership.
