Kingston, Jamaica (6 October 2026) – Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, welcomed the new Permanent Representative of the Republic of Chile to the ISA on Tuesday, 6 October 2026. 

H.E. Mr. Iván Andrés Favereau Urquiza brings to the role a distinguished diplomatic career and experience relevant to the work of the Authority havingheaded Chile’s Environment Department, served as Deputy Director of its Environment, Climate Change and Oceans Division, and represented Chile as Alternate Permanent Representative to the World Trade Organization in Geneva. 

Upon presenting his credentials at the ISA Headquarters in Kingston, Jamaica, Ambassador Favereau Urquiza reaffirmed Chile´s commitment to multilateralism and ocean conservation as “a fundamental principle” of the nation´s foreign policy on environmental matters, stating that, “Any regulatory decision must be based on the best available science and reached through multilateral consensus under the Convention. We trust that this Authority and its bodies will remain the sole legitimate channel for guiding all future activity in the Area and that no unilateral effort can replace this multilateral framework.” 

During the ceremony, Madam Secretary-General Leticia Carvalho highlighted Chile´s longstanding engagement with the work of the Authority, noting that it reflects “a long national tradition in ocean science and a longstanding commitment to the protection of the marine environment, as well as the perspective Chile brings as a major producer of land-based minerals.” 

Madam Secretary-General took the opportunity to show her appreciation for the work that Chile has been carrying as a member of the ISA Council, “The priorities Chile has consistently emphasized: sound science, robust environmental safeguards, legal certainty, and collective decision-making under the Convention, will only become more important as our negotiations moves forward.”
