Kingston, Jamaica – 16 October 2025 – His Excellency Roberto Canseco-Martínez, Ambassador of the United Mexican States to Jamaica, presented his credentials to Ms. Leticia Carvalho, Secretary-General of the International Seabed Authority (ISA), as the Permanent Representative of Mexico to the ISA during a ceremony held in Kingston, Jamaica, on 16 October 2025.

The Permanent Representative of the People’s Republic of China presents credentials to the Secretary-General of the International Seabed Authority

Kingston, Jamaica – 30 September 2025 – His Excellency Wang Jinfeng, Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Jamaica, presented his credentials to Ms. Leticia Carvalho, Secretary-General of the International Seabed Authority (ISA), as the Permanent Representative of China to the ISA during a ceremony held in Kingston, Jamaica, on 30 September 2025.

Madam Secretary-General of the International Seabed Authority concludes her visit to China

Kingston, Jamaica – 26 September 2025 – At the invitation of the Government of China, Madam Secretary-General of the International Seabed Authority (ISA), Leticia Carvalho, paid her first visit to Beijing from 22 to 24 September 2025. During the visit, Madam Secretary-General had meetings with the Ministry of Foreign Affairs and the Ministry of Natural Resources of China. Madam Secretary-General also met with three contractors sponsored by China.

The eighth ISA Annual Contractors’ Meeting concludes in Goa, India

Goa, India – 20 September 2025 – The Secretariat of the International Seabed Authority (ISA) held the Eighth Annual Meeting of Exploration Contractors from 18 to 20 September 2025 in Goa, India. The meeting was jointly hosted by the ISA Secretariat and the Government of India through the Ministry of Earth Sciences (MoES) and the National Institute of Oceanography (NIO).

Madam Secretary-General statement on the upcoming entry into force of the BBNJ Agreement

Kingston, Jamaica – 22 September 2026 – I am so pleased to welcome a historic moment in the sustainable conservation and use of the world’s oceans: the 60th ratification on 19 September 2025 which marks the satisfaction of the condition for the entry into force of the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas beyond National Jurisdiction (“BBNJ Agreement”) .

Signing of the polymetallic sulphides contract between the International Seabed Authority and the Government of India

New Delhi, India – 15 September 2026 – Madam Secretary-General of the International Seabed Authority (ISA), Leticia Carvalho, today signed on behalf of ISA a 15-year contract for exploration for polymetallic sulphides (PMS) with Dr. M. Ravichandran, Secretary of the Ministry of Earth Sciences, on behalf of the Government of India in New Delhi, India.
