Kingston, 16 February 2026 — Her Excellency Ms. Tania López Larroque presented her credentials to the Secretary-General of the International Seabed Authority (ISA), Ms. Leticia Carvalho, as Permanent Representative of the Republic of Cuba to the ISA, during a ceremony held on 16 February 2026 at ISA Headquarters in Kingston, Jamaica.
Ambassador López Larroque is a career diplomat with over two decades of service in Cuba’s Ministry of Foreign Affairs. She holds a Bachelor’s degree in English Language from the University of Havana and postgraduate qualifications in International Relations from the Higher Institute of International Relations in Havana. Her diplomatic postings have spanned three continents, including as Attaché in charge of consular affairs at the Cuban Embassy in Mexico, First Secretary and Head of the Consular Office at the Cuban Embassy in Buenos Aires, Argentina and as Counsellor and Consul-General of Cuba in Toronto, Canada. She currently serves as Director of Consular Policy at the Division of Consular Affairs and Cuban Residents Abroad of the Ministry of Foreign Affairs, a role she has held since December 2021.
During the meeting, Ambassador López Larroque reaffirmed Cuba’s strong commitment to the ISA’s mandate and to the multilateral principles underpinning its work. She expressed her country’s deep belief in the role of multilateral institutions in advancing equitable and cooperative solutions for all nations. “We must continue working together to consolidate a better and more equitable future,” she said, pledging Cuba’s full support to the objectives of the ISA.
Secretary-General Carvalho warmly welcomed Ambassador López Larroque and acknowledged Cuba’s sustained engagement with the ISA and its commitment to the governance of the global commons, saying, “Your professional trajectory reflects sustained diplomatic and consular leadership in service of your country,” Secretary-General Carvalho said, expressing her anticipation of a close and productive partnership.
Both emphasized their shared commitment to ensuring that the ISA remains a credible, effective and forward-looking institution, capable of regulating activities in the Area in a manner that protects the marine environment, and benefits present and future generations.
