On 28 February 2025, the Secretary-General of the International Seabed Authority (the Authority), Ms. Leticia Carvalho, hosted a breakfast briefing with resident Permanent Representatives ahead of the Authority’s landmark thirtieth session, set to take place from 3 to 28 March.
Held at the headquarters of the Authority in Kingston, Jamaica, the briefing was part of Secretary-General Carvalho’s ongoing efforts since assuming office in January to strengthen outreach and engagement.
In her remarks, Ms. Carvalho expressed deep appreciation for Jamaica’s steadfast support. “As our host country, Jamaica has not only provided a home for the Authority but has also laid a strong foundation for multilateral cooperation in deep-sea governance,” she stated.
Ms. Carvalho underscored the importance of inclusive dialogue in advancing multilateralism and ensuring effective ocean governance. Outlining her vision for the Authority, she reaffirmed her commitment to advancing the roadmap that Member States agreed on to complete the Mining Code, while ensuring no one is left behind. She stressed the importance of science-based decision-making, environmental protection and broad international collaboration. Permanent Representatives, she noted, play a crucial role in shaping discussions, contributing to policy decisions, and fostering international collaboration.
“As we move forward, continued dialogue and collaboration will be key,” Secretary-General Carvalho concluded. “Through multilateral engagement, we can build a strong, transparent and forward-looking Authority—for the benefit of all humankind.”
