On 15 July 2022, the Legal and Technical Commission of the International Seabed Authority (ISA) confirmed the selection of eight (8) candidates for at-sea on-board training opportunities provided by Companhia de Pesquisa de Recursos Minerais (CPRM) in accordance with its obligations under its exploration contract for cobalt-rich ferromanganese crusts with ISA.

The selected candidates are:

  1. Ms. Carmen Astrid López Castillo from Mexico
  2. Mr. Clemence T Mudzemba from Zimbabwe
  3. Mr. Iliesa Bacita from Fiji
  4. Ms. Teresa Vidal-Juarez from Mexico
  5. Mr. Emmanuel Angel Cabrera Navarrete from Mexico
  6. Mr. Eric Alonso Rubi Vite from Mexico
  7. Ms. Lavoisiane F Souza from Brazil
  8. Ms. Narelle Maia de Almeida from Brazil

The geophysics exploration training programme is scheduled for approximately 25 days in November 2022 on-board Brazilian Naval Research Vessel “NPqHO Vital de Oliveira”. The main training content will include: methods of multi-beam topographic survey (MBES); methods of sub-bottom profile survey (SBP); and methods of oceanographic vertical profile survey (CTD and/or XBT).

All contractors with ISA have a legal obligation to provide and fund practical training opportunities for personnel from developing States and those of ISA, including the participation of such personnel in all activities in the Area which are covered by the contract.

The legal basis for the requirement stems from the provisions of UNCLOS and the 1994 Agreement and is set out in the standard terms of exploration contracts signed with ISA.
