This revised Compendium of Basic Texts of the International Seabed Authority contains the full text of relevant organizational decisions of the various organs and bodies of the Authority as well as a number of decisions and documents relating to the external relations of the Authority. Each section of this Compendium includes a short factual commentary on the origin of the text concerned, together with a list of source documents.

Part XI of the Convention (articles 133 to 191) sets out the regime of “the Area” and provides the legal framework governing activities in the Area. In accordance with article 1, paragraph 1(1), of the Convention, “the Area” is “the seabed and the ocean floor and subsoil thereof, beyond the limits of national jurisdiction”. Therefore, the regime of the Area is applicable to the seabed beyond the outer limits of the continental shelf established under article 76 and Annex II of the Convention.
