The Secretariat of the International Seabed Authority (ISA) is accepting proposals for a consultancy to develop a monitoring and evaluation (M&E) framework, including indicators, for assessing impacts of capacity development activities implemented by the International Seabed Authority.
Applicants should have a master’s level advanced degree in monitoring and evaluation or in a field related to international relations, ocean policy, capacity development activities, statistics with. A minimum of 5 years of previous experience in applying monitoring and evaluation methods, approaches, tools (quantitative, qualitative and participatory); data analysis, indicators selection; surveys; and database management impact evaluation is required.
The successful consultant will be requested to: (a) develop a Monitoring & Evaluation (M&E) system for optimal analysis of progress, gap identification, measuring programme effectiveness and impact reporting and (b) provide mechanisms to ensure mainstreaming gender and social aspects into monitoring and evaluation and learning systems.
