The Permanent Representative of Panama to the International Seabed Authority (ISA), H.E. Mr. Lasford Emilio Douglas, and the Permanent Representative of Chile to ISA, H.E. Ms. Constanza Figueroa, presented credentials to ISA Secretary-General, H.E. Mr. Michael W. Lodge, during ceremonies held on 17 November 2021 at ISA headquarters in Kingston, Jamaica.

Mr. Douglas is the Ambassador Extraordinary and Plenipotentiary of the Republic of Panama to Jamaica. Ambassador Douglas has been a professor at the University of Panama for 37 years and is the founding director of the Virtual Campus of the University of Panama from 2009. Ambassador Douglas has a doctorate in distance education and technology from the University of Stockholm, Sweden, and a master’s degree in geographic sciences from the Michigan State University, USA. Ambassador Douglas is the President of the Innovation Commission of the Council of Rectors of Panama. Throughout his career, he held positions of Director of Special Projects (vice-rectory extension, 2006 to 2009), Coordinator of Private Universities of Panama (2004 to 2006), Postgraduate Director at the Faculty of Humanities at the University of Panama (2000 to 2003) and Director General of Research at the University of Panama (1995 to 1999).

Ms. Figueroa is the Ambassador of the Republic of Chile to Jamaica. Ambassador Figueroa has a master’s degree in international relations from the Institute of International Studies of the University of Chile and a bachelor’s degree in international business management from the Metropolitan Technological University of Chile. Ambassador Figueroa has been in foreign service of the Republic of Chile throughout her career serving at the Chilean Embassies in Peru, Japan, Korea, Argentina and Canada in various positions, such as Consul of Chile in Bahía Blanca, Argentina (2010 to 2014), as a diplomat in the Embassy of Chile in Peru (2003-2008) and as a diplomat in the Embassy of Chile in Japan (1996-2001). Prior to this latest appointment in Jamaica, Ambassador Figueroa served as the Deputy Chief of Mission at the Embassy of Chile in Canada.
