The International Seabed Authority (ISA) is inviting proposals for a consultancy to prepare a standard and/or guidelines for electronic monitoring systems for activities in the international seabed area (the Area).

The Draft Regulations on Exploitation of Mineral Resources in the Area (ISBA/25/C/WP.1) require that all mining vessels and mining collectors be fitted with an electronic monitoring system to record, inter alia, the date, time and position of all mining activities. ISA is seeking a consultant to prepare standard and/or guidelines for such electronic monitoring systems in accordance with the Draft Exploitation Regulations as well as existing draft standards and guidelines.

The consultant should have the requisite experience in: (i) drafting regulatory frameworks; (ii) ISA’s existing regulatory framework, including the draft standards and guidelines; (iii) public international law, including advising on matters concerning the law of the sea; and (iv) familiarity with regulatory inspections at the domestic level.
